About ARTC Advanced Research and Technology Corporation (ARTC) is a Service-Disabled Veteran Owned Small Business (SDVOSB) specializing in military defense engineering support services with emphasis in: radar systems; radar cross section (RCS) measurement, analysis, and control; radar image processing; weapon and platform test and evaluation (T&E); electronic warfare (EW) system development and testing; advanced antenna design; intelligence-based threat assessments; InfraRed (IR) signatures; advanced sensor systems; and radar signal processing. In addition to military defense, ARTC is performing research in biomedical technologies and neural/cognitive sciences commercial applications. ARTC’s Founder, President and CEO Mr. Donald P. Hilliard founded ARTC in November 2013. Having over 45 years experience in military intelligence, engineering, and management, Mr. Hilliard’s career spans active duty Air Force; Department of Defense Federal Civil Service; and private industry. His engineering background covers a variety of military technology programs including: radar cross section measurement; stealth platforms, weapon systems, and Electronic Warfare (EW) system development, including the Naval Air Systems Command (NAVAIR) Intrepid Tiger II tactical EW Pod; advanced antenna systems; electro-optics and infrared sensors; validation of threat representative simulators and targets used for Operational Tests; and air combat intelligence operations. Mr. Hilliard has held the following positions: Pacific Air Force (PACAF) Major Command, Air Combat Intelligence Operations and Analysis, Southeast Asia Branch, Hickam Air Force Base, Hawaii; 4 th Tactical Air Command Fighter Wing, Air Combat Intelligence Operations and Analysis, Seymour Johnson Air Force Base, North Carolina; Deputy Director of Engineering Research, General Research Corporation; Senior RCS test engineer, Naval Air Warfare Center Weapons Division (NAWCWD), Radar Reflectivity Laboratory (RRL), Point Mugu, CA; Branch Head, NAWCWD RRL; Branch Head, Missile Engagement Simulation Arena (MESA), China Lake, CA; Senior Scientist, Toyon Research Corporation; Senior Engineer, Jacobs Corporation; and Director of Engineering Research, GRTC. Mr. Hilliard has a Bachelor of Science in Electrical Engineering and Computer Science from the University of California Berkeley and a Master of Science in Management and Global Leadership and Business Administration from the Massachusetts Institute of Technology (MIT), Cambridge, MA, under the Sloan Fellows Program. Mr. Hilliard is a Senior Member of the IEEE. He is a graduate of the NAVAIR Naval Aviation Executive Institute Senior Executive Development Program and is a NAVAIR Certified Black Belt in LEAN Six Sigma continuous process improvement. He has written over 20 technical symposia publications and over 100 technical reports. Mr. Hilliard has been awarded 11 US Patents and he is the recipient of numerous military and civil service awards, including: the United States Air Force Commendation Medal (4th TAC Fighter Wing); induction to the IEEE Eta Kappa Nu Electrical Engineering Honor Society (UC Berkeley); induction to the Tau Beta Pi Engineering Honor Society (UC Berkeley); and the 2000 NAWCWD Michelson Laboratory Award for Leadership.
